The project consists of a new State office building of 716,200 gross square feet plus a parking structure that can accommodate 1,142 vehicles. The project site is located in the historic civic center core between 1st and 2nd Streets and Main and Los Angeles Streets in downtown Los Angeles.

Caltrans is a state-of-the-art green building. Its south elevation features an exterior photovoltaic system that generates enough power to meet 3% of its overall energy demand. East and west elevations are fitted with perforated aluminum scrims that stand 3″ off the building and provide shade to the underlying systems. Aluminum scrims over window openings are operated by a computer-controlled pneumatic system and are programmed to open and close according to the direction of the sunlight.
